LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 21 for Anthony Lucente, Greensboro, N.C., charged with compelling prostitution and possessing criminal tools, both felonies, for allegedly arranging to meet an undercover Mahoning Valley Human Trafficking Task Force agent posing as a 16-year-old female for sexual conduct in exchange for $80 in East Palestine on July 13.

Joseph Fecske, 58, Youngstown, was fined $750 and ordered to perform 20 hours community service for engaging in prostitution and possessing criminal tools for showing up in East Palestine on Feb. 22 after using his phone to arrange for sexual conduct with an undercover Mahoning Valley Human Trafficking Task Force agent posing as a single mother offering sex for hire for $100.

A pretrial was set July 28 for Michael Higgins, 46, Stagecoach Road, East Liverpool, charged with assault for allegedly pushing another inmate to the ground, getting on top of him and striking him with his fists multiple times in the head at the Columbiana County jail on July 10.

A pretrial was set July 25 for Michael Copenhaver, 66, Warren, charged with disorderly conduct for allegedly verbally abusing Leetonia Police Chief Allen Haueter, refusing to identify himself and berating the chief during an incident at the Family Dollar store in Leetonia on July 13.

A pretrial was set July 25 for Donald Parker, 74, Parker Road, East Palestine, charged with resisting arrest and disorderly conduct for allegedly refusing to put his hands behind his back and fighting being handcuffed after an incident outside the State Line Tavern in Unity Township on July 13 when he was bleeding from the head, intoxicated, refusing treatment and being combative with the ambulance crew, using coarse language after repeated warnings by police to stop.

Ricky O’Hanlon, 36, Mick Road, Wellsville, was fined $100 for disorderly conduct for loud noise and dangerous actions about the road on April 23 in Wellsville after being warned numerous times to stop the noise.

A pretrial was set Aug. 11 for Stephanie Barnes, Wilbert Avenue, East Liverpool, charged with obstructing official business for allegedly failing to tell deputies about a wanted person being inside a Sunset Drive, Wellsville residence on June 30.

Christopher Watson, 33, Continental Drive, Salem, was fined $250 for disorderly conduct, amended from assault, and ordered to perform 20 hours community service for striking William Wilson across the face at a property on Cunningham Road, Salem on April 12.

Richard Pettinger, 54, Alliance, was fined $1,375 and ordered to serve 10 days in the county jail for operating a vehicle under the influence second offense, driving under suspension, unauthorized plate and speeding, with his license suspended for two years. He was ordered to perform 40 hours community service.

Marcie Mancuso-Kirkpatrick, 37, Washington Street, Leetonia, was fined $440, sentenced to 90 days in jail, with 89 days suspended and credit for one day served for obstructing official business, driving under suspension and following too close for exiting the vehicle during a traffic stop May 15 in Columbiana and screaming at the officer, disregarding verbal commands.

A pretrial was set July 21 for Eric Rogers, 57, Akron, charged with driving under suspension and illegal use or possession of drug paraphernalia for allegedly possessing a suspected crack pipe in his vehicle during a traffic stop on July 14 in Columbiana.

Sentencing was set July 21 for Deanna Moschella, 42, Vine Street, Salem, on a charge of receiving stolen property for having stolen items in her residence on June 1 in Salem.

Nathanial Beatty, 22, Creek Road, New Waterford, was fined $100 for disorderly conduct, amended from possession of marijuana, with charges of open container and marijuana paraphernalia dismissed from a Feb. 26 incident in Columbiana.

Brian Taylor II, 22, Scott Mill Road, Negley, was fined $100 for disorderly conduct, amended from possession of marijuana, for a Feb. 26 incident in Columbiana.

Don Little, 59, Park Avenue, East Palestine, was fined $50 for permitting dog to run at large on July 3 in East Palestine.

A passing bad checks charge against Timothy Hrinko, 40, Sugarcreek, was dismissed. The charge stemmed from an alleged bad check in 2011 in East Palestine.

Destyona Thomas, 22, Canton, was fined $915 and sentenced to 90 days in jail, with 87 days suspended and credit for three days for a driving intervention program for operating a vehicle under the influence and marked lanes. She was ordered to perform 40 hours community service and had her license suspended for one year, with driving privileges granted.

Justin Moon, 28, Warren, was fined $850 for permitting drug abuse, possessing drug paraphernalia, driving under suspension and possessing marijuana. A charge of open container was dismissed and he was ordered to perform 20 hours community service. Moon was driving a passenger to allegedly deliver methamphetamine to a residence in East Palestine on Jan. 7 when police stopped the vehicle, allowing the vehicle to be used for a drug offense, with methamphetamine and marijuana found in the vehicle

Jeffery Dillon, 60, Sunset Boulevard, Salem, was fined $500, ordered to serve 10 days in the county jail and ordered to perform 30 hours community service for voyeurism. The charge stemmed from an alleged act he performed while looking into a relative’s room while the female was sleeping on May 31 on Sunset Boulevard, Salem.

Ryan Hawk, 40, Minerva, was fined $650 and ordered to perform 20 hours community service for failure to stop after an accident and failure to control.

A status conference hearing was set Sept. 20 for Lucas Keck, 27, Continental Drive, Salem, charged with failure to stop after an accident, failure to control and no seat belt.

A pretrial was set Sept. 27 for Charles Oggenfuss, 65, Lutz, Fla., charged with driving on left side.

Shantol Velez, 44, state Route 45, Lisbon, was fined $75 for driving under suspension.

Kenneth Bowser, 74, Enon Valley, Pa., was fined $150 for an equipment violation, amended from a stop sign violation.

Krysten Ferrebee, 27, West Fourth Street, Salem, had a driving under suspension citation dismissed.

EAST LIVERPOOL — In East Liverpool Municipal Court, Jamie Nicholson, 43, Dakota Street, East Liverpool, was fined $400 and sentenced to seven days in jail for assault, amended from domestic violence, fictitious plates and drug abuse instrument. The assault occurred Dec. 27, 2021 when he was found fleeing the Vista Motel following a report from his live-in girlfriend, Megan McBride, that he assaulted her.

The charge of fictitious plates stemmed from a May 7 traffic stop on Challenger Drive. The drug abuse instrument charge stemmed from a traffic stop on June 2 in St. Clair Township when Nicholson was a passenger and had an active warrant for his arrest. While executing the warrant, St. Clair Township officers found a wooden box containing suspected marijuana. Permission was obtained from the driver to conduct a search of the vehicle and three hypodermic needles, a marijuana grinder with trace amounts of marijuana in it, and a gold metal object with a white residue in it suspected to be used to smoke methamphetamines were found.

Linda Dapollonia, 41, Marks Run Road, Chester, West Virginia, was fined $400 for drug paraphernalia, no operator’s license, and unsafe vehicle, stemming from a traffic stop on May 14 in a driveway off of Birch Road. Dapollonia admitted to having “a pipe in her purse,” a probable cause search was conducted, and police found a glass smoking device commonly used to smoke methamphetamines, a rubber container with an unknown brown substance suspected to be methamphetamines, and a metal smoking device commonly used to smoke marijuana.

Michael L. Russell, 42, Wedgewood Street, had his probation dishonorably terminated for a charge of passing bad checks from Nov. 11, 2016. He was also fined $180 for driving under suspension and improper registration for a more recent separate incident.

Clayton T. Nally, 22, Riley Avenue, was fined $250 for assault, amended from domestic violence, for pulling a family or household member by the hair, hitting her on the left side of the face, and causing her to break a fingernail on her left hand on March 14. He was ordered to perform 40 hours community service.

Ronnie Sluss Jr., 42, Meakin Street, was fined $150, sentenced to 30 days in jail with 29 days suspended and credit for one day served and ordered to complete 20 hours of community service for disorderly conduct by way of intoxication. Sluss was found slumped over in his vehicle on West Sixth Street on May 16, having slurred speech and trouble staying on his feet while walking, with a strong odor of alcohol coming from his person. He was believed to have created a situation that was potentially a risk to his wellbeing.

Michael P. Higgins, 46, Stagecoach Road, was fined $250 and sentenced to 24 days in jail for resisting arrest. Higgins was spotted in a vehicle while having an active warrant through the Columbiana County Sheriff’s Office and was stopped on May 3, refusing multiple times to put his hands behind his back as he was told, and stated he was not going in handcuffs. Higgins was told one more time to put his hands behind his back, which he refused to do, after which he was stunned with a department-issued taser. After he was stunned, he got up and put his hands behind his back with an officer’s help, although he continued to be aggressive and violent toward officers.

Kirsten Burbick, 28, Riffle Road, New Waterford, was fined $150 and ordered to complete 20 hours of community service for driving under suspension.

Megan McBride, 37, Lincoln Avenue, East Liverpool failed to appear on two counts of drug paraphernalia, and left of center. The first count stemmed from a traffic stop on Apr. 30, at Cannons Mill Road, Lisbon when McBride was allegedly observed travelling left of the center line, during which it was found McBride’s passengerhad an active warrant for his arrest. During the passenger’s arrest, officers found a small bag of suspected narcotics on him and conducted a probable cause search, allegedly finding a burnt glass pipe, and suspected narcotics in McBride’s purse. The second count of drug paraphernalia stemmed from an event on May 12, when officers identified McBride’s vehicle in the parking lot of Three Brothers Auto, and executed an active warrant for her arrest. When permission for a search was denied, a K-9 officer performed a sweep of the vehicle for the odor of narcotics and alerted to their presence, prompting a probable cause search which yielded glass pipes with white residue in them, and a plastic container containing an unknown powder.

Christopher Mumford, 41, Lebanon, Pa., failed to appear on charges of falsification and obstructing official business for allegedly giving officers a false name, and upon being informed they knew he was lying, fleeing from officers multiple times, requiring officers to deploy their tasers, at the Quality Inn on St. Clair Avenue May 18. Mumford allegedly claimed to have run because he was frightened of police.

Nicholas D.S. White, 22, Center Street, Wellsville, failed to appear in court for charges of leaving the scene on March 4, 2020, and driving under suspension and failure to control on March 5, 2021

A pretrial was set Aug. 9 for James S. Price Jr., 32, Burford Street, charged with domestic violence, a first-degree misdemeanor. According to the report, Price allegedly punched his ex-wife in the throat, dragged her outside, strangled her, and stomped on her foot on July 4. The woman allegedly suffered multiple bruises, swelling, and a small cut on her foot from the attack, and stated that she was afraid Price would take her life.

A July 21 status conference was set for Dustin J. Brooks, 35, Vine Street, charged with violating a protection order, a first-degree misdemeanor, after allegedly being at the residence of his father, who had a protection order against Brooks, on July 5.

A staus conference was set Aug. 25 for Elizabeth A. Schneider, 56, 14th Street, Wellsville, charged with theft after allegedly failing to scan and pay for items from Walmart totaling $58.61 on May 13.
